Narrative

ON 09/18/99 AT 0749 LOCAL TIME, A PA-28-161, N243ND, OWNED BY THE 
   UNIVERSITY OF NORTH DAKOTA AND FLOWN BY JOHN RUDLOPH EXPERIENCED AN 
   ENGINE FAILURE WHILE CONDUCTING TOUGH AND GO LANDINGS AT GRAND FORKS, 
   ND. NO INJURIES WERE REPORTED BY THE INSTRUCTOR OR STUDENT AFTER THE 
   AIRCRAFT MADE AN EMERGENCY LANDING ON HIWAY 2 SOUTH OF THE AIRPORT 
   BOUNDRY.  MINOR DAMAGE CONSISTING OF A BROKEN NAVIGATION LIGHT AND 
   STROBE LIGHT ON THE RIGHT WINGTIP AS IT HIT A STATIONARY CAR.  PRIOR TO 
   THE ENGINE STOPPAGE THE STUDENT HAD SWITCHED FUEL TANKS ^PRIVACY DATA 
   OMITTED^                              MAINTENANCE PERSONEL COULD NOT 
   DUPLICATE AND AIRCRAFT WAS REUTRNED TO SERVICE AFTER INSPECTION AND 
   TEST FLIGHT.
