Narrative

RECEIVED REPLY TO INVESTIGATION FROM REPORTING PILOT, OTHER PILOT HAS 
   NOT RESPONDED TO DATE. THE REPORTING PILOT STATED THAT THE FLIGHT WAS A 
   DUAL IFR TRAINING FLIGHT AND OPERATING UNDER AN IFR CLEARANCE. THE 
   AIRCRAFT WAS ON THE 12 DME ARC LEVEL AT 3000 FOR THE VOR 17R AT GRAND 
   FORKS. ATC ADVISED TRAFFIC AT 2 TO 3 O'CLOCK POSITION, 3-4 MILES 
   INDICATING 4500 FEET. REPORTING PILOT INDICATED SCAN FOR TRAFFIC BEGAN 
   AND 2-3 MINUTES LATER HAD OTHER AIRCRAFT IN FRONT AND AHEAD MOVING TO 
   LEFT, PASSING WITHIN 50 TO 100 FEET DURING NEAR MISS. THE OTHER 
   AIRCRAFT WAS OBSERVED TO BE IN A NOSE-DOWN DESCENT. THIS NMAC WAS 
   REPORTED BY THE REPORTING PILOT TO THE UNIVERSITY OF NORTH DAKOTA 
   DIRECTOR OF SAFETY.
