Narrative

REPORTING AIRCRAFT, N250ND, WAS OPERATING UNDER VISUAL FLIGHT RULES 
   (VFR) IN VISUAL METEOROLOGICAL CONDITIONS AT 2600 FEET MSL. WHILE BEING 
   RADAR VECTORED FOR A PRACTICE INSTRUMENT APPROACH BY GRAND FORKS 
   APPROACH (GFK), N250ND OBSERVED AN UNIDENTIFIED (BY REPORTING AIRCRAFT 
   OR ATC) HIGH WING DARK COLORED AIRCRAFT CROSS BELOW AT AN ESTIMATED 100 
   FEET. RECEIVED PILOT STATEMENT VIA TELEPHONE AND HE RECOMMENDS A NOTICE 
   ON VFR SECTIONAL AND WAC CHARTS INDICATE HIGH STUDENT TRAFFIC WITHIN 15 
   MILES OF GFK, IN ADDITION TO THE NOTICE GIVEN IN THE AIRPORT FACILITY 
   DIRECTORY. ALSO, FLIGHT TRAINING WITH UNIVERSITY OF NORTH DAKOTA SHOULD 
   DESIGNATE ADDITIONAL STUDENT PRACTICE AREAS TO REDUCE CONCENTRATION OF 
   STUDENT PILOTS IN A GIVEN AREA. SECOND AIRCRAFT AND PILOT UNKNOWN. 
   PILOT REPORTED GFK RAPCON EXPLAINED THERE IS A BLIND SPOT FROM THE 100 
   RADIAL TO THE 120 RADIAL AND HE HAD NEVER HEARD THIS BEFORE. THERE IS 
   NO STATEMENT IN THE AIRPORT/FACILITY DIRECTORY OR OTHER KNOWN 
   PUBLICATIONS. CONTACTED GREAT LAKES REGION MILITARY LAISON OFFICER  AND 
   FAXED COPY OF 8020-21.  HE STATED PROCEDURES ARE BEING REVIEWED. HE 
   SUGGESTED A VECTORING ALTITUDE OF 3000 MSL MAY BE USED TO BETTER 
   SEPARATE ATC PARTICIPATING AIRCRAFT FROM GFK TRAINING AIRCRAFT USING 
   2500 MSL DEPARTING AND ARRIVING GFK. INFORMATIONAL MEETINGS WITH UND 
   PERSONNEL ARE PLANNED TO SHARE INFORMATION.
